How to start an application with administrator privileges using the batch file

The other day I needed a script to launch an application from command line with elevated privileges on my Windows 7, or to be more precise - to be given choice to run it as a particular user which does have the administrator privileges. How to create a 1 GB file on Windows

Some while ago I wrote a how-to for the Debian. Yesterday I needed to do the same thing on Windows - create 1 GB file.
